The Department of Bouches-du-Rhône has taken a key step with the first Territorial Conference for Autonomy, marking the launch of the future Departmental Public Service for Autonomy (SPDA).

The Department of Bouches-du-Rhône has taken a key step with the first Territorial Conference for Autonomy, bringing together stakeholders in solidarity and autonomy. This meeting, held on Thursday, October 8, marks the launch of the future Departmental Public Service for Autonomy (SPDA).
Representing Martine Vassal, President of the Departmental Council, Jean-Marc Perrin, Delegate Departmental Councilor, highlighted the ambition of this new service: to make it more understandable, accessible, and closer to the needs of the elderly, people with disabilities, and their caregiver relatives.
Led by the Department in partnership with the Regional Health Agency of Provence-Alpes-Côte d’Azur (ARS PACA), the SPDA aims to better coordinate stakeholders and simplify procedures. Three main objectives guide this initiative: simplifying pathways, strengthening coordination, and ensuring local support.
Facing an aging population and the need to support people with disabilities, autonomy is a major solidarity challenge. The Department is committed to ensuring quality support that is more humane, effective, and accessible.
Starting this autumn, a broad consultation will be launched with the concerned individuals and their caregivers. Consultation workshops with local stakeholders will share experiences and identify necessary developments.
The Department and ARS PACA will collaborate with partners including the MDPH, the National Education, the CPAM 13, the UDCCAS, the CARSAT, the MSA, the Agirc-Arrco, the Mutualité française, and the Departmental Council for Citizenship and Autonomy (CDCA).
A first concrete step is planned for 2027 with the opening of the Maison de l’autonomie. This structure will serve as a one-stop shop to simplify access to autonomy-related services.
