The Orange Municipal Council adopted on September 7, 2026, the Plan for Architecture and Heritage Valorisation (PVAP), an urban planning regulation aimed at encouraging the renovation of vacant housing.

The perimeter of the Remarkable Heritage Site (SPR) of Orange was approved by the Minister of Culture on March 15, 2023. The Municipal Council took a new step on September 7, 2026, by adopting the Plan for Architecture and Heritage Valorisation (PVAP) and its associated regulations.
This plan pursues a dual objective. Firstly, it establishes the urban planning rules applicable within the defined perimeter, thus engaging the municipality and the Architect of French Buildings (ABF). Secondly, it opens the door to tax schemes such as the Malraux scheme.
The municipality is counting on this tax exemption to stimulate the renovation of the numerous vacant properties located in the city center, thereby contributing to the revitalization of the downtown area.
