Faced with more intense rainfall and a particularly exposed territory, the TPM Metropolis is strengthening its flood prevention strategy with hydraulic works, stormwater management, and resident support.

The Toulon Provence Méditerranée (TPM) Metropolis is intensifying its efforts to prevent flooding, a risk exacerbated by more frequent and intense rainfall events. The metropolitan strategy focuses on several key areas: free support for residents through the ALABRI program, hydraulic works, optimized stormwater management, regular maintenance of watercourses, and proactive crisis anticipation.
The ALABRI program offers personalized assistance to property owners, tenants, and property managers located in flood-prone areas. A specialized technician conducts a free diagnosis to identify housing vulnerabilities and propose adaptation solutions, such as flood barriers, protection for openings, or securing electrical installations. This initiative aims to act before a flood occurs. Recommended improvements can benefit from financial aid of up to 100%, co-financed by the State and the TPM Metropolis.
The metropolitan territory faces three main flooding phenomena: overflowing watercourses, stormwater runoff, and marine submersion. These risks affect 86,000 inhabitants, approximately one in six people.
Since 2018, the TPM Metropolis has been leading the Flood Prevention Action Program for the Small Coastal Areas of Toulon (PAPI PCT), renewed until 2029. This program, certified by the State, mobilizes over 55 million euros for 73 actions focused on risk assessment, awareness, crisis management, support for individuals and businesses, as well as hydraulic engineering such as the creation of retention basins and flood expansion zones.
As part of its Stormwater Master Plan, the Metropolis also promotes a "Permeable City" strategy through vegetation and the use of permeable surfaces to facilitate natural rainwater infiltration. Annual maintenance of watercourses, costing 200,000 €, aims to maintain their flow capacity and remove obstacles. Works to secure buried watercourses, amounting to 11 million euros, are underway in Hyères, La Seyne-sur-Mer, and Six-Fours-les-Plages.
Finally, the Metropolis is finalizing its Inter-municipal Safeguarding Plan (PICS) to strengthen coordination between municipalities in the event of a major incident, thereby pooling available human, material, and logistical resources.
