In response to the profound transformations in local public action driven by digital technologies (artificial intelligence, data, cybersecurity, technological sovereignty), Sciences Po Aix is offering a new certification. The goal is to enable local authorities to navigate these changes and regain strategic decision-making capacity.
Digital technology now permeates all territorial policies, from mobility and urban planning to public services and citizen participation. These technologies raise crucial questions about technological dependence, data management, cybersecurity, and environmental impact. The certificate aims to move beyond a purely technical approach to consider digital technology as a strategic public policy issue.
The training will cover key questions such as how to build a digital policy aligned with a territory's needs, the role of artificial intelligence in public services, strengthening digital sovereignty, and balancing innovation, ecological transition, inclusion, and data protection.
With a duration of 20 hours (18 hours in-person, 2 hours remote), the certificate is structured around three modules: understanding digital transformations, conceptualizing digital technology as a territorial public policy, and developing a territory-specific digital strategy. Case studies, simulations, and experience sharing will enable participants to create a practical action plan.
Led by Samuel Goëta, associate professor of sociology at Sciences Po Aix, and Valérie Peugeot, a researcher specializing in the political and social implications of digital technology, this certificate is offered in partnership with the association Villes Internet. It is intended for local elected officials, territorial managers, public service operators, civil society actors, and consultants.
